Is there a daily pin limit on Pinterest?
Not a published one. You will not find a "pins per day" number anywhere in Pinterest's rules. What Pinterest does have is spam detection that watches for bursts: dozens of pins in a few minutes, the same link pinned to many boards at once, or a new account suddenly posting at full speed. That kind of activity can get pins hidden or an account temporarily blocked, so the practical limit is about pace, not a fixed count.
Does saving other people's Pins count toward the limit?
Where a cap applies, yes: a save puts a Pin on one of your boards, so it counts like a Pin you create, and the developer docs' 200,000 figure includes all Pins on your boards.
